Act 14, Act 15 and Act 16 – What Do They Mean When Buying a Property?

When purchasing a property in a newly constructed building in Bulgaria, you will often come across the terms Act 14, Act 15 and Act 16. They represent different stages in the construction and completion process and are important milestones for every future property owner.
But what exactly do they mean?
Act 14 – Completed Structural Stage
Act 14 certifies the completion and acceptance of the building’s structural framework. At this stage, the main load-bearing structure has been completed and the building has reached what is commonly referred to as the “rough construction” stage.
This is one of the key milestones in the construction process, as the building has already taken its final structural form.
Windows and exterior doors may already be installed depending on the progress of the project, but they are not what defines Act 14 itself.
Act 15 – Construction Completed
The next major milestone is Act 15.
It establishes the condition and readiness of the building for the procedure of commissioning. The completed construction is reviewed against the approved designs and relevant construction documentation.
In practical terms, the building is essentially complete and is preparing to enter the final administrative stage before it can officially be used.
Act 16 – The Building Is Ready for Use
The final stage is commonly referred to as Act 16.
Depending on the category of the building, the final document may technically be a Permit for Use or a Certificate for Commissioning.
It confirms that the required procedures have been completed and that the building may legally be used for its intended purpose.
